九四：乘其墉，弗克攻，吉。
The line (Legge)
The fourth NINE, undivided, (shows its subject) mounted on the city wall; but he does not proceed to make the attack (he contemplates). There will be good fortune.
Small Image commentary
'He is mounted on his city-wall;' but yielding to the right, 'he does not proceed to make the attack (he contemplated).' (Where it is said),'There will be good fortune,' (that shows how) he feels the strait he is in, and returns to the rule of law.
象曰：乘其墉，义弗克也。其吉，则困而反则也。
In plain words
Mounting the wall, yet not attacking: good fortune. The fourth line also wants the second, but knowing it is not right, it stops. The Small Image says that by what is right it cannot attack, and its good fortune lies in returning to the right way after being hemmed in.

A solid (yang) line in the fourth place, which is a yin (even) place, so it is not in its proper place. Its partner is line 1; both are yang, so they do not respond.

With this line moving alone, Tóng Rén changes into Hexagram 37 Jiā Rén (The Family). The Jiaoshi Yilin verse for this change (Chinese): 焦氏易林·同人之家人.
The hexagram
Hexagram 13 Tóng Rén (Fellowship). The Judgment: Tong Ren (or 'Union of men') appears here (as we find it) in the (remote districts of the) country, indicating progress and success. It will be advantageous to cross the great stream. It will be advantageous to maintain the firm correctness of the superior man.
